           An act relating to local government; providing for the 
          discharge of charter commissions; amending Minnesota 
          Statutes 1986, section 410.05, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  Minnesota Statutes 1986, section 410.05, is 
amended by adding a subdivision to read: 
    Subd. 5.  [DISCHARGE.] If the charter commission of a 
statutory city determines that a charter is not necessary or 
desirable, the commission may be discharged by a vote of 
three-fourths of its members.  Another commission may not be 
formed sooner than one year from the date of discharge.
