A bill for an act
relating to arts and cultural heritage; appropriating money for competitive arts
education grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $1,000,000 in fiscal year 2012 and $1,000,000 in fiscal year 2013 are appropriated
from the arts and cultural heritage fund to the commissioner of education for competitive
arts education grants. The grants must connect children and young adults in the K-12
education system with the arts via field trips, school programs, or other methods. The
commissioner shall convene an advisory committee to assist in the development of
grantmaking criteria and guidance on the expenditure of funds under this section. The
advisory committee must have balanced statewide representation and shall consist of
representatives of the K-12 education system and arts organizations, as appointed by
the commissioner. The committee shall seek input from all interested parties. The
commissioner, with the assistance of recipients funded under this section, shall report
to the legislature and governor by January 15 of each year on all expenditures made
under this section.
