A bill for an act
relating to government operations; authorizing the
governor to continue certain governmental operations.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin GOVERNOR'S AUTHORITY.

new text begin Notwithstanding any other law to the contrary, the governor
may continue certain executive branch functions if, by July 1,
2005, legislation has not been enacted in the 2005 First Special
Session appropriating money for ordinary state government
operation in the next biennium. The functions to be continued
are those that generate a positive cash flow for the state. The
decision as to which functions to continue is within the sole
discretion of the governor.
