  1.1                          A bill for an act 
  1.2             relating to education; prohibiting the state board of 
  1.3             teaching from adopting certain rules before September 
  1.4             1, 2002. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [TEACHER PREPARATION PROGRAMS.] 
  1.7      The state board of teaching may not finally adopt, amend, 
  1.8   or repeal rules relating to institution and teacher preparation 
  1.9   program approval, including Minnesota Rules, part 8700.7600, 
  1.10  before September 1, 2002.  Before adopting, amending, or 
  1.11  repealing these rules, the state board of teaching must consult 
  1.12  with representatives of faculty and administrators from 
  1.13  Minnesota post-secondary institutions with approved teacher 
  1.14  preparation programs.  The state board of teaching must report 
  1.15  to the government operations and education committees of the 
  1.16  legislature by January 15, 2001, on these institutions' opinions 
  1.17  on the rules proposed by the board.  Specifically, the board 
  1.18  must report on how these institutions believe the proposed rules 
  1.19  will ensure students will learn skills and knowledge needed to 
  1.20  be effective teachers, and on any suggestions the institutions 
  1.21  have for changes in the rules to better ensure students will 
  1.22  learn skills and knowledge needed to be effective teachers. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day following final enactment.
