A bill for an act
relating to local government; authorizing the city of St. Paul to use a design-build
process for a public works project.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. new text begin AUTHORIZATION.

Notwithstanding Minnesota Statutes, section 471.345, or any other law to the contrary,
the city of St. Paul or the St. Paul Board of Water Commissioners may solicit and award a
design-build or construction manager at risk contract for the project titled "McCarron's
Treatment Process Improvements" on the basis of a best value selection process. The city
or board must consider at least three proposals when awarding a design-build contract under
this section.
