  1.1                          A bill for an act 
  1.2             relating to courts; clarifying when fine and fee 
  1.3             transfers occur and what proceeds apply. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TRANSFER OF FINES AND FEES.] 
  1.6      The fine and fee transfers for the state takeover of 
  1.7   certain court costs contained in Laws 1999, chapter 243, article 
  1.8   11, are limited to the proceeds from fines and fees imposed 
  1.9   after the effective date of the state takeover.  Counties in the 
  1.10  eighth judicial district shall transfer the requisite proceeds 
  1.11  from fines and fees imposed on or after January 1, 2000.  
  1.12  Counties in the fifth, seventh, and ninth judicial districts 
  1.13  shall transfer the requisite proceeds from fines and fees 
  1.14  imposed on or after July 1, 2000. 
  1.15     Sec. 2.  [EFFECTIVE DATES.] 
  1.16     Section 1 is effective retroactive to January 1, 2000, for 
  1.17  the eighth judicial district and is effective July 1, 2000, for 
  1.18  the fifth, seventh, and ninth judicial districts.
