A bill for an act
relating to capital improvements; appropriating money for native prairie
conservation and scientific and natural areas acquisition; authorizing the sale
and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $15,000,000 is appropriated from the bond proceeds fund to the commissioner of
natural resources as provided in this section:

new text begin (1) $10,000,000 of this appropriation is to acquire native prairie bank easements
under Minnesota Statutes, section 84.96, and native prairie tracts, and to develop and
restore certain tracts of prairie bank lands for which the easement is permanent; and

new text begin (2) $5,000,000 of this appropriation is to acquire land for scientific and natural areas
and for protection and improvements of a capital nature to scientific and natural areas
under Minnesota Statutes, sections 84.033 and 86A.05, subdivision 5.

Sec. 2. new text begin BOND SALE.
new text end

new text begin To provide the money appropriated in section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$15,000,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
