A bill for an act
relating to emergency management; establishing a working group to study and
report on criteria for grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin WORKING GROUP; NATURAL DISASTERS; CRITERIA FOR
FUNDING.

new text begin A working group is established to
study criteria for the local share of the state match required by the Federal Emergency
Management Agency (FEMA) for federal recovery grants, criteria for state funding of
disasters that do not qualify for federal matching grants, and state funding for private
losses. The working group is comprised of:

new text begin (1) four members of the senate appointed by the Subcommittee on Committees of
the senate Committee on Rules and Administration;
new text end

new text begin (2) four members of the house of representatives appointed by the speaker of the
house;
new text end

new text begin (3) the director of Homeland Security and Emergency Management in the
Department of Public Safety;
new text end

new text begin (4) the commissioner of the Department of Natural Resources or the commissioner's
designee;
new text end

new text begin (5) a representative of the Association of Minnesota Counties;
new text end

new text begin (6) a representative of the League of Minnesota Cities;
new text end

new text begin (7) a representative of the Coalition of Greater Minnesota Cities; and
new text end

new text begin (8) a representative of the Minnesota Association of Townships.

new text begin By January 15, 2014, the working group must submit a report
and recommendations to the chairs and ranking minority members of the house of
representatives and senate committees with jurisdiction over public safety policy and
finance regarding:

new text begin (1) the circumstances under which state recovery funding should be available for
disasters that do not qualify for FEMA aid via presidential declaration and whether a
dedicated account should be established for that purpose;
new text end

new text begin (2) criteria for determining whether the state should pay the full share of matching
funds required for FEMA aid and local shares of projects funded by Minnesota's flood
hazard mitigation grants program; and

new text begin (3) better use of existing federal, state, and local reporting mechanisms to evaluate
and improve recovery activities.
