  1.1                          A bill for an act 
  1.2             relating to elections; requiring picture 
  1.3             identification card to vote; amending Minnesota 
  1.4             Statutes 1996, section 204C.10. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1996, section 204C.10, is 
  1.7   amended to read: 
  1.8      204C.10 [PERMANENT REGISTRATION; VERIFICATION OF 
  1.9   REGISTRATION.] 
  1.10     An individual seeking to vote shall sign a polling place 
  1.11  roster which states that the individual is at least 18 years of 
  1.12  age, a citizen of the United States, has resided in Minnesota 
  1.13  for 20 days immediately preceding the election, certifies 
  1.14  residence at the address shown, is not under guardianship of the 
  1.15  person, has not been found by a court of law to be legally 
  1.16  incompetent to vote or convicted of a felony without having 
  1.17  civil rights restored, is registered and has not already voted 
  1.18  in the election.  A judge may shall, before the applicant signs 
  1.19  the roster, confirm the applicant's name, address, and date of 
  1.20  birth using a picture identification card provided by the 
  1.21  applicant.  After the applicant signs the roster, the judge 
  1.22  shall give the applicant a voter's receipt.  The voter shall 
  1.23  deliver the voter's receipt to the judge in charge of ballots as 
  1.24  proof of the voter's right to vote, and thereupon the judge 
  1.25  shall hand to the voter the ballot.  The judges shall destroy 
  2.1   the voters' receipts at the end of the day.
