  1.1                          A bill for an act 
  1.2             relating to public safety; protecting ability to 
  1.3             conduct amateur radio operations; encouraging 
  1.4             utilization of amateur radio operators in public 
  1.5             safety and emergency situations; amending Minnesota 
  1.6             Statutes 2002, section 462.357, by adding a 
  1.7             subdivision; proposing coding for new law in Minnesota 
  1.8             Statutes, chapter 299C.  
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [299C.381] [AMATEUR RADIO OPERATORS; 
  1.11  UTILIZATION.] 
  1.12     Local law enforcement agencies and the State Patrol shall, 
  1.13  to the extent they determine, encourage and allow licensed 
  1.14  amateur radio operators to assist those agencies and the patrol 
  1.15  both within and outside of emergency operations facilities and 
  1.16  communications centers.  
  1.17     Sec. 2.  Minnesota Statutes 2002, section 462.357, is 
  1.18  amended by adding a subdivision to read: 
  1.19     Subd. 1g.  [AMATEUR RADIO ANTENNA.] A municipal zoning 
  1.20  ordinance or other local regulation regarding amateur radio 
  1.21  antennas must not preclude amateur radio service communications 
  1.22  but must reasonably accommodate those communications with the 
  1.23  minimum practicable regulation to accomplish the legitimate 
  1.24  municipal purpose.
