  1.1                          A bill for an act 
  1.2             relating to the environment; appropriating money for 
  1.3             combined sewer overflow grants to the city of Red Wing.
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $750,000 is appropriated from the state bond fund to the 
  1.7   pollution control agency for combined sewer overflow grants to 
  1.8   the city of Red Wing under Minnesota Statutes, section 116.162, 
  1.9   for projects to be begun in fiscal years 1996 and 1997.  The 
  1.10  amount of the grant must not exceed one-half of the capital 
  1.11  costs of the city of Red Wing to abate combined sewer overflow.  
  1.12  If grant money is not available, the agency shall not take any 
  1.13  enforcement action or assess any penalty against the city of Red 
  1.14  Wing for noncompliance with combined sewer overflow regulations 
  1.15  until grant funds are available.
