A bill for an act
relating to energy; establishing a demonstration grant project for energy storage
systems deployed in critical health care facilities; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. ENERGY STORAGE SYSTEM DEMONSTRATION PROJECTS;
APPROPRIATION.

(a) $....... in fiscal year 2019 is appropriated from the renewable development account
established in Minnesota Statutes, section 116C.779, subdivision 1, to the commissioner of
commerce to fund grants for demonstration projects that assess the technical and economic
effectiveness of deploying energy storage systems to restore electrical energy to critical
health care facilities following electrical outages due to storms or other catastrophic events.

(b) The commissioner shall endeavor to make grant awards under this section for projects
at critical health care facilities located in all regions of the state.

(c) The maximum grant award under this section is $........

(d) For the purposes of this section, “energy storage system” means a commercially
available technology capable of (1) absorbing and storing electrical energy, and (2)
dispatching stored electrical energy for use at a later time.

EFFECTIVE DATE.

This section is effective the day following final enactment.
