  1.1                          A bill for an act 
  1.2             relating to housing; providing temporary authority for 
  1.3             certain loans. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HOME IMPROVEMENT LOANS TO PREVENT WEATHER 
  1.6   DAMAGE.] 
  1.7      Notwithstanding Minnesota Rules, parts 4900.0670, subpart 
  1.8   2, and 4900.0700, the Minnesota housing finance agency may make 
  1.9   home improvement loans that do not result in a permanent general 
  1.10  improvement to the property to prevent damage to the property 
  1.11  from severe weather conditions that causes a failure of 
  1.12  plumbing, heating, or electrical systems, or that causes a 
  1.13  defect in the roof or foundation. 
  1.14     Sec. 2.  [EFFECTIVE DATE.] 
  1.15     Section 1 is in effect the day following its final 
  1.16  enactment and is effective until July 1, 1997.
