  1.1                          A bill for an act 
  1.2             relating to family and early childhood education; 
  1.3             raising the upper limit on the range for child care 
  1.4             assistance under the basic sliding fee program; 
  1.5             appropriating money; amending Minnesota Statutes 1997 
  1.6             Supplement, sections 119B.09, subdivision 2; and 
  1.7             124.2711, subdivision 1. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.10  119B.09, subdivision 2, is amended to read: 
  1.11     Subd. 2.  [SLIDING FEE.] Child care services to families 
  1.12  with incomes in the commissioner's established range must be 
  1.13  made available on a sliding fee basis.  The upper limit of the 
  1.14  range must be neither less than 70 80 percent nor more than 90 
  1.15  percent of the state median income for a family of four, 
  1.16  adjusted for family size. 
  1.17     Sec. 2.  Minnesota Statutes 1997 Supplement, section 
  1.18  124.2711, subdivision 1, is amended to read: 
  1.19     Subdivision 1.  [REVENUE.] The revenue for early childhood 
  1.20  family education programs for a school district equals $101.25 
  1.21  for 1998 and $113.50 $125 for 1999 and later fiscal years times 
  1.22  the greater of: 
  1.23     (1) 150; or 
  1.24     (2) the number of people under five years of age residing 
  1.25  in the school district on October 1 of the previous school year. 
  1.26     Sec. 3.  [APPROPRIATIONS.] 
  2.1      Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.2   LEARNING.] The amounts in this section are appropriated from the 
  2.3   general fund to the department of children, families, and 
  2.4   learning for the purposes and for the fiscal years indicated. 
  2.5      Subd. 2.  [LEARNING READINESS PROGRAM REVENUE.] For revenue 
  2.6   for learning readiness programs according to Minnesota Statutes, 
  2.7   sections 121.831 and 124.2615:

  2.9      The 1999 appropriation includes $1,040,000 for 1998 and 
  2.10  $....... for 1999. 
  2.11     Subd. 3.  [EARLY CHILDHOOD FAMILY EDUCATION AID.] For early 
  2.12  childhood family education aid according to Minnesota Statutes, 
  2.13  section 124.2711: 
  2.14       $17,245,000    .....     1999
  2.15     The 1999 appropriation includes $1,585,000 for 1998 and 
  2.16  $15,660,000 for 1999.
