  1.1                          A bill for an act
  1.2             relating to capital improvements; appropriating money 
  1.3             for a grant to the southwest regional development 
  1.4             commission for construction of a historical display 
  1.5             facility known as Prairieland Expo; authorizing the 
  1.6             sale of bonds. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; PRAIRIELAND EXPO.] 
  1.9      (a) $1,820,000 is appropriated from the bond proceeds fund 
  1.10  to the commissioner of administration for a grant to the 
  1.11  southwest regional development commission to construct, equip, 
  1.12  and furnish a facility to display, preserve, and interpret the 
  1.13  history of southwest Minnesota, as authorized in Minnesota 
  1.14  Statutes, section 462.3911.  The facility is to be known as 
  1.15  "Prairieland Expo." 
  1.16     (b) The facility must be owned by the southwest regional 
  1.17  development commission.  The southwest regional development 
  1.18  commission may enter into a lease or management contract with an 
  1.19  entity under Minnesota Statutes, section 16A.695, for operation, 
  1.20  management, and oversight of the facility. 
  1.21     (c) To provide the money appropriated by this act from the 
  1.22  bond proceeds fund, the commissioner of finance, on request of 
  1.23  the governor, shall sell and issue bonds of the state in an 
  1.24  amount up to $1,820,000 in the manner, on the terms, and with 
  1.25  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.26  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.1   4 to 7.
