  1.1                          A bill for an act 
  1.2             relating to appropriations; authorizing state bonds; 
  1.3             appropriating money for Mankato state university's 
  1.4             student athletic facilities. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MANKATO STATE ATHLETIC FACILITIES.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $11,000,000 is 
  1.8   appropriated from the bond proceeds fund to the board of 
  1.9   trustees of the Minnesota state colleges and universities for 
  1.10  design and construction of the first phase of a two-phase 
  1.11  project to renovate the university's indoor and outdoor student 
  1.12  athletic facilities; to remodel Otto arena; to construct an 
  1.13  underground mechanical vault; to remodel and construct an 
  1.14  addition to Meyers field house; and for improvements to 
  1.15  Blakeslee field, the outdoor running track, and tennis courts. 
  1.16     Subd. 2.  [BOND SALE.] To provide the money appropriated by 
  1.17  this section from the bond proceeds fund, the commissioner of 
  1.18  finance, on request of the governor, shall sell and issue bonds 
  1.19  of the state in an amount up to $11,000,000 in the manner, on 
  1.20  the terms, and with the effect prescribed by Minnesota Statutes, 
  1.21  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.22  article XI, sections 4 to 7. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day after its final enactment.
