A bill for an act
relating to capital improvements; natural resources; appropriating money for the
acquisition, development, and rehabilitation of state and local trails; authorizing
the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STATE AND LOCAL TRAIL ACQUISITION, DEVELOPMENT, AND
REHABILITATION; APPROPRIATION.

new text begin State trail acquisition and development. new text end

new text begin (a) $26,860,000 is
appropriated from the bond proceeds fund to the commissioner of natural resources for
acquisition and development of state trails. Of this amount:

new text begin (1) $1,185,000 is for the Gitchi Gami Trail;
new text end

new text begin (2) $1,100,000 is for the Cuyuna Trail;
new text end

new text begin (3) $625,000 is for the Munger Trail;
new text end

new text begin (4) $2,000,000 is for the Glacial Lakes Trail;
new text end

new text begin (5) $2,500,000 is for the Paul Bunyan Trail;
new text end

new text begin (6) $2,900,000 is for the Preston to Forestville State Park segment of the Blufflands
Trail system;

new text begin (7) $900,000 is for the Rochester to Chester Woods Regional Park segment of the
Blufflands Trail system;

new text begin (8) $1,000,000 is for the La Crescent to Houston segment of the Root River Trail
system;

7, subdivision 14, may be used to match federal funding for the Paul Bunyan Trail.

new text begin $2,000,000 is appropriated to
the commissioner of natural resources for the rehabilitation of state trails.

new text begin Local trail grants; appropriation. new text end

new text begin $3,250,000 is appropriated from the
bond proceeds fund to the commissioner of natural resources for local trail acquisition
and development grants. Of this amount:

new text begin (1) $950,000 is for the Mesabi Trail;
new text end

new text begin (2) $600,000 is for the Cedar Lake Trail;
new text end

new text begin (3) $300,000 is for the Vento Trail and Interpretive Center;
new text end

new text begin (4) $300,000 is for the Mankato Minnesota River Trail; and
new text end

new text begin (5) $1,100,000 is for the Great River Ridge.

Sec. 2. new text begin BOND SALE.
new text end

new text begin To provide the money appropriated in this act from the bond proceeds fund, the
commissioner of finance shall sell and issue bonds of the state in an amount up to
$32,110,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
