  1.1                          A bill for an act 
  1.2             relating to manufactured home parks; requiring the 
  1.3             housing finance agency to conduct a study; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINNESOTA HOUSING FINANCE AGENCY STUDY.] 
  1.7      The legislature recognizes that manufactured home parks are 
  1.8   an important component in efforts to address the lack of 
  1.9   affordable housing throughout the state.  To this end, the 
  1.10  Minnesota housing finance agency, in conjunction with the 
  1.11  department of administration, building codes division, 
  1.12  department of public safety, pollution control agency, 
  1.13  department of health, other appropriate state agencies, and 
  1.14  representatives appointed by the League of Cities, the Minnesota 
  1.15  Manufactured Housing Association, the All Parks Alliance for 
  1.16  Change, and other interested parties shall conduct a study of 
  1.17  the condition of manufactured home parks throughout the state.  
  1.18  The study should include:  an evaluation of the current level of 
  1.19  regulatory enforcement; an identification of mechanisms to 
  1.20  provide assistance in financing manufactured home park upgrades; 
  1.21  options addressing upgrading housing stock; infrastructure; and 
  1.22  park redevelopment issues.  Copies of the report shall be 
  1.23  submitted to the appropriate standing committees of the 
  1.24  legislature by January 15, 1999. 
  1.25     Sec. 2.  [APPROPRIATION.] 
  2.1      $....... is appropriated from the general fund to the 
  2.2   Minnesota housing finance agency for the study required by 
  2.3   section 1.
