A bill for an act
 relating to education; appropriating money for an online tutoring program: requiring
a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The sum indicated in this section is
appropriated from the general fund to the Department of Education in the fiscal year
designated.

new text begin (a) For a grant to Paper Education Company, an
educational learning system that provides unlimited academic support, on-demand 24 hours
a day, seven days a week, 365 days a year:

new text begin (b) Paper Education Company must provide unlimited access to their tutoring platform,
and all other resources available on the platform, to 50,000 Minnesota public school students.
Paper Education Company must partner with school districts throughout the state. The
schools must be spread across the state and include rural, suburban, and urban school
districts, to the extent possible. Paper Education Company must give priority to school
districts with the highest percentage of students eligible for free or reduced-priced school
meals. Paper Education Company must provide school districts with training on how to use
the resources available under their platform.

new text begin (c) Paper Education Company must report to the chairs and ranking minority members
of the legislative committees with jurisdiction over kindergarten through grade 12 education
by December 15, 2024, and December 15, 2025, on the progress made to provide tutoring
to 50,000 students.
