  1.1                          A bill for an act 
  1.2             relating to crime prevention; establishing a request 
  1.3             for proposals to operate a values-based prerelease 
  1.4             program with a community reintegration component at a 
  1.5             minimum custody correctional facility; appropriating 
  1.6             money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; COMMISSIONER OF CORRECTIONS; 
  1.9   VALUES-BASED PRERELEASE PROGRAM; MINIMUM CUSTODY CORRECTIONAL 
  1.10  FACILITY.] 
  1.11     $....... is appropriated from the general fund to the 
  1.12  commissioner of corrections to (1) develop a request for 
  1.13  proposals from vendors to privately operate a partially publicly 
  1.14  funded, values-based prerelease program with a community 
  1.15  reintegration component at a minimum custody correctional 
  1.16  facility, and (2) implement the program.  The commissioner shall 
  1.17  issue the request for proposals by November 1, 2001, and shall 
  1.18  select a vendor to begin operating the program by January 1, 
  1.19  2002.  This appropriation is available until June 30, 2003.
