A bill for an act
relating to business operation; creating a timeline for ending restrictions on
businesses during the COVID-19 pandemic.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Notwithstanding any conflicting provisions of an
executive order to the contrary, this section governs the operation of private businesses in
the state as of the dates indicated. At all times and until repealed by law or rescinded by the
governor, all provisions of an executive order not in conflict with these guidelines continue
to apply.

The day following final enactment of this
section:

(1) bars and restaurants may operate at 75 percent capacity for both indoor and outdoor
dining, as long as parties are separated by six feet of distance. Parties are limited to ten
people for table seating and two people for bar seating. Food and beverage service must
stop by 10:00 p.m. each night;

(2) indoor and outdoor events, including weddings, may be held with attendance limited
to 50 percent of the capacity of the space, as long as parties from different households are
separated by six feet of distance. Total attendance may not exceed 100 people and events
must end by 10:00 p.m.;

(3) even when telework is feasible, it is no longer mandatory; and

(4) pools, gyms, and fitness centers may operate at 50 percent capacity, as long as
individuals are separated by nine feet of distance. Masks are not required to be worn during
exercise.

Thirty days following final enactment of
this section:

(1) bars and restaurants may operate normally;
new text end
new text begin
(2) indoor and outdoor events, including weddings, may be held with attendance limited
to 75 percent of the capacity of the space. Total attendance may not exceed 250 people and
events must end by midnight;

(3) hair salons may operate at 75 percent capacity;
new text end
new text begin
(4) movie theaters may operate at 75 percent capacity; and
new text end
new text begin
(5) pools, gyms, and fitness centers may operate at 75 percent capacity.

Sixty days following final enactment of
this section, all businesses and events may operate normally.

A body composed of the governor and the leaders of
the majority and largest minority parties of the house of representatives and senate may at
any time vote to delay or advance the timeline established under this section. Alteration of
the timeline under this section requires the agreement of four of the five members of this
body.
