A bill for an act
relating to education; requiring school districts to
comply with the schools interoperability framework
specifications; establishing a working group.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SCHOOLS INTEROPERABILITY FRAMEWORK.

new text begin By July 1, 2007, schools, school districts, and the
Department of Education must comply with the schools
interoperability framework specifications to provide for
efficient student data sharing.

Sec. 2. new text begin SCHOOL DATA SHARING WORKING GROUP.

new text begin The commissioner of
administration shall convene a working group consisting of
representatives of the following:

new text begin (1) several school districts that are diverse in size and
location;
new text end

new text begin (2) charter schools;
new text end

new text begin (3) alternative learning centers;
new text end

new text begin (4) the Department of Education; and
new text end

new text begin (5) up to three citizens with expertise in information
technology.

new text begin The working group must develop a uniform data model that is
usable for schools, school districts, and the Department of
Education and enables effective data sharing between schools,
school districts, and the Department of Education.

new text begin The working group must
report to the legislature by January 15, 2006. The report must
include a recommendation of any legislative changes needed to
streamline reports for schools and school districts. In
addition, the report must include a recommendation on the
feasibility of expanding the purchasing of data processing
products and services by the state on behalf of school districts.
