  1.1                          A bill for an act 
  1.2             relating to the environment; providing for the 
  1.3             operation of certain entities within municipalities; 
  1.4             amending Minnesota Statutes 1998, section 115.58, by 
  1.5             adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 115.58, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 4.  [ACTIVITIES IN AREAS SURROUNDING 
  1.10  CITIES.] Permittees authorized under subdivision 2 may conduct 
  1.11  activities and exercise powers affecting real property located 
  1.12  within two miles of the border of any home rule charter or 
  1.13  statutory city only after approval adopted by resolution by the 
  1.14  city council and the placing of a certified copy of the 
  1.15  resolution on record with the county recorder or registrar of 
  1.16  deeds. 
  1.17     Sec. 2.  [EFFECTIVE DATE.] 
  1.18     Section 1 is effective the day following final enactment.
