  1.1                          A bill for an act 
  1.2             relating to education; providing for state aid 
  1.3             payments for costs for school district retired 
  1.4             employee health benefits; appropriating money; 
  1.5             amending Minnesota Statutes 1994, section 124.916, 
  1.6             subdivision 2; proposing coding for new law in 
  1.7             Minnesota Statutes, chapter 124. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [124.905] [BENEFITS AID.] 
  1.10     A district is eligible for state aid payments equal to 50 
  1.11  percent of the costs identified for the purposes of section 
  1.12  124.916, subdivision 2, that exceed $300,000. 
  1.13     Sec. 2.  Minnesota Statutes 1994, section 124.916, 
  1.14  subdivision 2, is amended to read: 
  1.15     Subd. 2.  [RETIRED EMPLOYEE HEALTH BENEFITS.] For taxes 
  1.16  payable in 1994 and 1995 only, A school district may levy an 
  1.17  amount up to the amount the district is required by the 
  1.18  collective bargaining agreement in effect on March 30, 1992, to 
  1.19  pay for health insurance or unreimbursed medical expenses for 
  1.20  licensed and nonlicensed employees who have terminated services 
  1.21  in the employing district and withdrawn from active teaching 
  1.22  service or other active service, as applicable, before July 1, 
  1.23  1992.  The total amount of the levy each year may not exceed 
  1.24  $300,000.  
  1.25     Notwithstanding section 121.904, 50 percent of the proceeds 
  1.26  of this levy shall be recognized in the fiscal year in which it 
  2.1   is certified. 
  2.2      Sec. 3.  [APPROPRIATION.] 
  2.3      $....... in fiscal year 1996 and $....... in fiscal year 
  2.4   1997 is appropriated from the general fund to the department of 
  2.5   education for the purposes of section 1.
