  1.1                          A bill for an act 
  1.2             relating to higher education; changing the salary 
  1.3             limit for certain higher education officers; amending 
  1.4             Minnesota Statutes 1994, section 15A.081, subdivision 
  1.5             7b. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 15A.081, 
  1.8   subdivision 7b, is amended to read: 
  1.9      Subd. 7b.  [HIGHER EDUCATION OFFICERS.] The higher 
  1.10  education board, state university board, the state board for 
  1.11  community colleges, the state board of technical colleges, and 
  1.12  the higher education coordinating board shall set the salary 
  1.13  rates for, respectively, the chancellor of the higher education 
  1.14  system, the chancellor of the state universities, the chancellor 
  1.15  of the community colleges, the chancellor of vocational 
  1.16  technical education, and the executive director of the higher 
  1.17  education coordinating board.  The respective board shall submit 
  1.18  the proposed salary increase to the legislative commission on 
  1.19  employee relations for approval, modification, or rejection in 
  1.20  the manner provided in section 3.855.  Salary rates for the 
  1.21  positions specified in this subdivision may not exceed 95 
  1.22  percent of the salary total compensation of the governor under 
  1.23  section 15A.082, subdivision 3.  In deciding whether to 
  1.24  recommend a salary increase, the governing board shall consider 
  1.25  the performance of the chancellor or director, including the 
  2.1   chancellor's or director's progress toward attaining affirmative 
  2.2   action goals.
