1.1A resolution
1.2memorializing Congress to provide significant and genuine financial assistance to
1.3states to comply with the Clean Water Act.
1.4WHEREAS, the Congress of the United States passed the Clean Water Act of 1972 that
1.5mandates states to make significant progress to reduce pollution levels in state waters; and
1.6WHEREAS, clean water is a valuable resource to the State of Minnesota and its citizens by
1.7providing a vibrant economic asset and unparalleled recreational resource; and
1.8WHEREAS, the Minnesota Legislature passed the Clean Water Legacy Act in 2006 to
1.9comply with the Clean Water Act of 1972; and
1.10WHEREAS, many states, including Minnesota, must provide substantial state funding to
1.11fill the gaps left by this unfunded mandate by Congress; and
1.12WHEREAS, the expected cost for the State of Minnesota of complying with the Clean
1.13Water Act of 1972 and the Clean Water Legacy Act is at least $80,000,000 annually; NOW,
1.14THEREFORE,
1.15BE IT RESOLVED by the Legislature of the State of Minnesota that Congress should
1.16provide funding to the states that represents significant and genuine assistance to help meet the
1.17costs of the Clean Water Act of 1972.
1.18BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is
1.19directed to prepare copies of this memorial and transmit them to the President of the United States,
1.20the President and the Secretary of the United States Senate, the Speaker and the Clerk of the United
1.21States House of Representatives, and Minnesota's Senators and Representatives in Congress.
