  1.1                          A bill for an act 
  1.2             relating to motor vehicles; authorizing issuance of 
  1.3             "proud to be a veteran" license plates for 
  1.4             self-propelled recreational vehicles; amending 
  1.5             Minnesota Statutes 2002, section 168.1255, 
  1.6             subdivisions 1, 3. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 168.1255, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [GENERAL REQUIREMENTS AND PROCEDURES.] The 
  1.11  registrar shall issue special veteran contribution license 
  1.12  plates to an applicant who: 
  1.13     (1) is a veteran, as defined in section 197.447; 
  1.14     (2) is an owner or joint owner of a passenger automobile, 
  1.15  pickup truck, or van, or self-propelled recreational vehicle; 
  1.16     (3) pays a fee of $10 to cover the costs of handling and 
  1.17  manufacturing the plates; 
  1.18     (4) pays the registration tax required under section 
  1.19  168.013; 
  1.20     (5) pays the fees required under this chapter; 
  1.21     (6) pays an additional onetime World War II memorial 
  1.22  contribution of $30, which the department shall retain until all 
  1.23  start-up costs associated with the development and issuing of 
  1.24  the plates have been recovered, after which the commissioner 
  1.25  shall deposit contributions in the World War II donation match 
  1.26  account; and 
  2.1      (7) complies with laws and rules governing registration and 
  2.2   licensing of vehicles and drivers. 
  2.3      Sec. 2.  Minnesota Statutes 2002, section 168.1255, 
  2.4   subdivision 3, is amended to read: 
  2.5      Subd. 3.  [PLATE TRANSFERS.] Notwithstanding section 
  2.6   168.12, subdivision 1, on payment of a transfer fee of $5, 
  2.7   plates issued under this section may be transferred to another 
  2.8   passenger automobile, pickup truck, or van, or self-propelled 
  2.9   recreational vehicle owned or jointly owned by the person to 
  2.10  whom the special plates were issued.
