  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing bonds 
  1.3             for the veterinary diagnostic laboratory building at 
  1.4             the University of Minnesota; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [VETERINARY DIAGNOSTIC LABORATORY BUILDING; 
  1.7   APPROPRIATION.] 
  1.8      $1,500,000 is appropriated from the bond proceeds fund to 
  1.9   the regents of the University of Minnesota to renovate and 
  1.10  upgrade the veterinary diagnostic laboratory to provide 
  1.11  additional laboratory space for a veterinary molecular 
  1.12  diagnostic laboratory.  The renovation and upgrade must include 
  1.13  space for molecular diagnostic testing for paratuberculosis 
  1.14  (Johne's disease), porcine reproductive and respiratory syndrome 
  1.15  virus in swine, avian pneumovirus in turkeys, bovine mastitus, 
  1.16  and emerging and foreign animal diseases. 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated by section 1, from the 
  1.19  bond proceeds fund, the commissioner of finance shall sell and 
  1.20  issue bonds of the state in an amount up to $1,500,000 in the 
  1.21  manner, on the terms, and with the effect prescribed by 
  1.22  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.23  Minnesota Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     This act is effective the day after final enactment.
