  1.1                          A bill for an act 
  1.2             relating to elections; creating a legislative task 
  1.3             force on election reform; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [LEGISLATIVE TASK FORCE ON ELECTION REFORM.] 
  1.6      The legislative task force on election reform consists of 
  1.7   ten members.  The speaker of the house of representatives shall 
  1.8   appoint five members of the house, two of whom must be members 
  1.9   of the minority.  The subcommittee on committees of the senate 
  1.10  committee on rules and administration shall appoint five 
  1.11  members, two of whom must be members of the minority.  The task 
  1.12  force shall study and make recommendations to the legislature by 
  1.13  January 15, 2002, on any changes in state law needed to increase 
  1.14  voter participation, facilitate voting, enable the adoption of 
  1.15  improved voting technologies, improve administration of state 
  1.16  elections, or reduce or eliminate problems in the counting and 
  1.17  recounting of votes in a state primary or general election.  The 
  1.18  task force may call upon the staff of the legislature and the 
  1.19  office of the secretary of state to assist with its duties.  
  1.20  Upon submission of its recommendations, the task force expires. 
  1.21     Sec. 2.  [APPROPRIATION.] 
  1.22     $25,000 is appropriated from the general fund to the task 
  1.23  force on election reform to conduct the study required by 
  1.24  section 1, to be available for the fiscal year ending June 30, 
  2.1   2002.
