  1.1                          A bill for an act 
  1.2             relating to human services; allowing vendor payments 
  1.3             for recipients of cash assistance in Hennepin county. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HENNEPIN COUNTY DEMONSTRATION PROJECT; VENDOR 
  1.6   PAYMENTS.] 
  1.7      Except as prohibited by federal law: 
  1.8      (a) when a recipient of cash assistance in Hennepin county 
  1.9   is charged with a drug related offense, the county may conduct 
  1.10  an assessment for money mismanagement.  When money mismanagement 
  1.11  is determined, vendor payments of rent and utilities shall be 
  1.12  made; or 
  1.13     (b) when a recipient of cash assistance in Hennepin county 
  1.14  is convicted of a drug felony offense, there is a presumption of 
  1.15  money mismanagement and vendor payments of rent and utilities 
  1.16  shall be made.
