  1.1                          A bill for an act 
  1.2             relating to higher education; capital improvements; 
  1.3             appropriating money to the Minnesota state colleges 
  1.4             and universities for projects at the Mesabi Range 
  1.5             Community and Technical College. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      Subdivision 1.  $9,202,000 is appropriated from the general 
  1.9   bond proceeds fund to the board of trustees of the Minnesota 
  1.10  state colleges and universities for the following capital 
  1.11  projects at the Mesabi Range Community and Technical College: 
  1.12     (1) $5,837,000 is to construct a firefighting, rescue, and 
  1.13  emergency medical services training facility at the Eveleth 
  1.14  campus; 
  1.15     (2) $680,000 is to construct a public safety training 
  1.16  facility at the Vermillion campus; and 
  1.17     (3) $2,685,000 is to construct a law enforcement and driver 
  1.18  training facility and urban design track at the Hibbing campus. 
  1.19     Subd. 2.  $2,559,000 is appropriated from the general fund 
  1.20  to the board of trustees of the Minnesota state colleges and 
  1.21  universities for the Mesabi Range Community and Technical 
  1.22  College for the following purposes: 
  1.23     (1) $2,146,000 is for office equipment and props necessary 
  1.24  to equip the firefighting, rescue, and emergency medical 
  1.25  services training facility at the Eveleth campus; and 
  2.1      (2) $413,000 is for equipment and supplies necessary to 
  2.2   equip the public safety training facility at the Vermillion 
  2.3   campus. 
  2.4      Sec. 2.  [BOND SALE.] 
  2.5      To provide the money appropriated in section 1, subdivision 
  2.6   1, from the state bond proceeds fund, the commissioner of 
  2.7   finance, upon request of the governor, shall sell and issue 
  2.8   bonds of the state in an amount up to $9,202,000 in the manner, 
  2.9   upon the terms, and with the effect prescribed by Minnesota 
  2.10  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.11  Constitution, article XI, sections 4 to 7. 
  2.12     Sec. 3.  [EFFECTIVE DATE.] 
  2.13     Sections 1, subdivision 1; and 2 are effective the day 
  2.14  following final enactment.
