  1.1                          A bill for an act
  1.2             relating to statutory construction; indicating state 
  1.3             substantive policy on statutes and court rules 
  1.4             pertaining to contributory fault; proposing coding for 
  1.5             new law in Minnesota Statutes, chapter 645. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [645.435] [CONTRIBUTORY FAULT; CONSTRUCTION OF 
  1.8   CERTAIN STATUTES AND COURT RULES.] 
  1.9      A statute or state court rule pertaining to contributory 
  1.10  fault shall be construed as a substantive state policy if the 
  1.11  statute or court rule pertains to: 
  1.12     (1) the court's duty to inform the jury; or 
  1.13     (2) counsel's ability to comment to the jury.
