  1.1                          A bill for an act 
  1.2             relating to taxation; property; reducing county 
  1.3             property taxes by funding the fiscal year cost shift 
  1.4             for the state takeover of certain income maintenance 
  1.5             costs; appropriating money; amending Minnesota 
  1.6             Statutes 1994, section 256.025, subdivision 4; 
  1.7             Minnesota Statutes 1995 Supplement, section 256.026. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1994, section 256.025, 
  1.10  subdivision 4, is amended to read: 
  1.11     Subd. 4.  [PAYMENT SCHEDULE.] Except as provided for in 
  1.12  subdivision 3, beginning July 1, 1991, the state will reimburse 
  1.13  counties, according to the following payment schedule, for the 
  1.14  county share of county agency expenditures for the programs 
  1.15  specified in subdivision 2. 
  1.16     (a) Beginning July 1, 1991, the state will reimburse or pay 
  1.17  the county share of county agency expenditures according to the 
  1.18  reporting cycle as established by the commissioner, for the 
  1.19  programs identified in subdivision 2.  Payments for the period 
  1.20  of January 1 through July 31, for calendar years 1991, 1992, 
  1.21  1993, 1994, and 1995 shall be made on or before July 10 in each 
  1.22  of those years.  Payments for the period August through December 
  1.23  for calendar years 1991, 1992, 1993, 1994, and 1995 shall be 
  1.24  made on or before the third of each month thereafter through 
  1.25  December 31 in each of those years. 
  1.26     (b) Payment for 1/24 of the base amount and the January 
  2.1   1996 county share of county agency expenditures growth amount 
  2.2   for the programs identified in subdivision 2 shall be made on or 
  2.3   before January 3, 1996.  For the period of February 1, 1996 
  2.4   through July 31, 1996, payment of the base amount shall be made 
  2.5   on or before July 10, 1996, and payment of the growth amount 
  2.6   over the base amount shall be made on or before July 10, 1996.  
  2.7   Payments for the period August 1996 through December 1996 shall 
  2.8   be made on or before the third of each month thereafter through 
  2.9   December 31, 1996. 
  2.10     (c) Payment for the county share of county agency 
  2.11  expenditures during January 1997 through February 1997 shall be 
  2.12  made on or before January 3, 1997.  Payment for 1/24 of the base 
  2.13  amount and the February 1997 county share of county agency 
  2.14  expenditures growth amount for the programs identified in 
  2.15  subdivision 2 shall be made on or before February 3, 1997 the 
  2.16  third of each month through February 1997.  For the period of 
  2.17  March 1, 1997 through July 31, 1997, payment of 1/12 of the base 
  2.18  amount shall be made on or before July 10, 1997 the tenth of 
  2.19  each month through July 1997, and payment of the growth amount 
  2.20  over the base amount shall be made on or before July 10, 1997.  
  2.21  Payments for the period August 1997 through December 1997 shall 
  2.22  be made on or before the third of each month thereafter through 
  2.23  December 31, 1997. 
  2.24     (d) Monthly payments for the county share of county agency 
  2.25  expenditures from January 1998 through February March 1998 shall 
  2.26  be made on or before the third of each month through February 
  2.27  March 1998.  Payment for 1/24 of the base amount and the March 
  2.28  1998 county share of county agency expenditures growth amount 
  2.29  for the programs identified in subdivision 2 shall be made on or 
  2.30  before March 1998.  For the period of April 1, 1998 through July 
  2.31  31, 1998, payment of 1/12 of the base amount shall be made on or 
  2.32  before July 10, 1998 the tenth of each month through July 1998, 
  2.33  and payment of the growth amount over the base amount shall be 
  2.34  made on or before July 10, 1998.  Payments for the period August 
  2.35  1998 through December 1998 shall be made on or before the third 
  2.36  of each month thereafter through December 31, 1998. 
  3.1      (e) Monthly payments for the county share of county agency 
  3.2   expenditures from January 1999 through March April 1999 shall be 
  3.3   made on or before the third of each month through March April 
  3.4   1999.  Payment for 1/24 of the base amount and the April 1999 
  3.5   county share of county agency expenditures growth amount for the 
  3.6   programs identified in subdivision 2 shall be made on or before 
  3.7   April 3, 1999.  For the period of May 1, 1999 through July 31, 
  3.8   1999, payment of 1/12 of the base amount shall be made on or 
  3.9   before July 10, 1999 the tenth of each month through July 1999, 
  3.10  and payment of the growth amount over the base amount shall be 
  3.11  made on or before July 10, 1999.  Payments for the period August 
  3.12  1999 through December 1999 shall be made on or before the third 
  3.13  of each month thereafter through December 31, 1999. 
  3.14     (f) Monthly payments for the county share of county agency 
  3.15  expenditures from January 2000 through April May 2000 shall be 
  3.16  made on or before the third of each month through April May 2000.
  3.17  Payment for 1/24 of the base amount and the May 2000 county 
  3.18  share of county agency expenditures growth amount for the 
  3.19  programs identified in subdivision 2 shall be made on or before 
  3.20  May 3, 2000.  For the period of June 1, 2000 through July 31, 
  3.21  2000, payment of 1/12 of the base amount shall be made on or 
  3.22  before July 10, 2000 the tenth of each month through July 2000, 
  3.23  and payment of the growth amount over the base amount shall be 
  3.24  made on or before July 10, 2000.  Payments for the period August 
  3.25  2000 through December 2000 shall be made on or before the third 
  3.26  of each month thereafter through December 31, 2000. 
  3.27     (g) Monthly payments for the county share of county agency 
  3.28  expenditures from January 2001 through May December 2001 shall 
  3.29  be made on or before the third of each month through May 
  3.30  December 2001.  Payment for 1/24 of the base amount and the June 
  3.31  2001 county share of county agency expenditures growth amount 
  3.32  for the programs identified in subdivision 2 shall be made on or 
  3.33  before June 3, 2001.  Payments for the period July 2001 through 
  3.34  December 2001 shall be made on or before the third of each month 
  3.35  thereafter through December 31, 2001. 
  3.36     (h) Effective January 1, 2002, monthly payments for the 
  4.1   county share of county agency expenditures shall be made 
  4.2   subsequent to the first of each month. 
  4.3      Payments under this subdivision are subject to the 
  4.4   provisions of section 256.017.  
  4.5      Sec. 2.  Minnesota Statutes 1995 Supplement, section 
  4.6   256.026, is amended to read: 
  4.7      256.026 [ANNUAL APPROPRIATION.] 
  4.8      (a) There shall be appropriated from the general fund to 
  4.9   the commissioner of human services in fiscal year 1996 the 
  4.10  amount of $136,154,768 and in fiscal year 1997 and each fiscal 
  4.11  year thereafter the amount of $133,781,768.  
  4.12     (b) In addition to the amount in paragraph (a), there shall 
  4.13  also be annually appropriated from the general fund to the 
  4.14  commissioner of human services in fiscal years 1996, 1997, 1998, 
  4.15  1999, 2000, and 2001 the amount of $5,574,241. 
  4.16     (c) The amounts appropriated under paragraphs paragraph (a) 
  4.17  and (b) shall be used with other appropriations to make payments 
  4.18  required under section 256.025 for fiscal year 1996 and 
  4.19  thereafter. 
  4.20     Sec. 3.  [APPROPRIATION.] 
  4.21     There is appropriated for fiscal year 1997 from the general 
  4.22  fund to the commissioner of human services the amount of 
  4.23  $55,742,410 to make the payments required in section 1. 
  4.24     Sec. 4.  [EFFECTIVE DATE.] 
  4.25     Sections 1 to 3 are effective the day following final 
  4.26  enactment.
