  1.1                          A bill for an act
  1.2             relating to capital improvements; appropriating money 
  1.3             for monitoring best management practices in the 
  1.4             Minnesota river watershed. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINNESOTA RIVER MONITORING.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $5,000,000 is appropriated 
  1.8   from the bond proceeds fund to the commissioner of the pollution 
  1.9   control agency for the capital acquisition of adequate 
  1.10  monitoring equipment to assess the effectiveness of at least ten 
  1.11  best management practices within the Minnesota river watershed 
  1.12  between New Ulm and the South Dakota border. 
  1.13     Subd. 2.  [MONITORING.] Funds appropriated in subdivision 1 
  1.14  must be evenly split for monitoring equipment and assessment in 
  1.15  the Minnesota river watershed between Ortonville and Granite 
  1.16  Falls and between Granite Falls and New Ulm.  The monitoring and 
  1.17  assessment must concentrate on the best management practices 
  1.18  that are utilized in the most severe areas of pollution concern 
  1.19  within the watershed. 
  1.20     Subd. 3.  [REPORT.] The commissioner must report every two 
  1.21  years to the legislative committees for environment and natural 
  1.22  resources on the effectiveness and improvement of the best 
  1.23  management practices monitoring within the watershed. 
  1.24     Sec. 2.  [BOND SALE.] 
  1.25     To provide the money appropriated in this act from the 
  2.1   state bond proceeds fund, the commissioner of finance, on 
  2.2   request of the governor, shall sell and issue bonds of the state 
  2.3   in an amount up to $5,000,000 in the manner, upon the terms, and 
  2.4   with the effect prescribed by Minnesota Statutes, sections 
  2.5   16A.631 to 16A.675, and by the Minnesota Constitution, article 
  2.6   XI, sections 4 to 7. 
  2.7      Sec. 3.  [EFFECTIVE DATE.] 
  2.8      This act is effective the day following final enactment.
