  1.1                          A bill for an act
  1.2             relating to capital investment; appropriating money 
  1.3             for small scale municipal sewage treatment systems; 
  1.4             authorizing the issuance of state general obligation 
  1.5             bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; MUNICIPAL CLUSTER SEWAGE 
  1.8   TREATMENT SYSTEMS.] 
  1.9      $1,000,000 is appropriated from the bond proceeds fund to 
  1.10  commissioner of the Pollution Control Agency for no-interest 
  1.11  loans to cities and towns for the purposes in this section.  The 
  1.12  loans must be for up to one-half the costs of small publicly 
  1.13  owned wastewater treatment systems that can serve the needs of 
  1.14  up to 20 individual systems, of which more than half have failed 
  1.15  and cannot be used.  The commissioner must establish criteria 
  1.16  for making the loans, including the availability of local funds 
  1.17  for the nonstate share of the costs, the ability to repay the 
  1.18  loan, and the technical feasibility of the project.  In addition 
  1.19  to any other authority in law that a city or town receiving a 
  1.20  loan has, the city or town may acquire easements necessary for 
  1.21  the system. 
  1.22     Sec. 2.  [BOND SALE.] 
  1.23     To provide the money appropriated in section 1 from the 
  1.24  bond proceeds fund, the commissioner of finance shall sell and 
  1.25  issue bonds of the state in an amount up to $1,000,000 in the 
  2.1   manner, on the terms, and with the effect prescribed by 
  2.2   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.3   Minnesota Constitution, article XI, sections 4 to 7. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      Sections 1 and 2 are effective the day following final 
  2.6   enactment.
