  1.1                          A bill for an act 
  1.2             relating to crimes; prohibiting body piercing 
  1.3             involving minors without parental permission; 
  1.4             providing criminal penalties; proposing coding for new 
  1.5             law in Minnesota Statutes, chapter 609. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [609.2247] [BODY PIERCING; MINORS; 
  1.8   PROHIBITING.] 
  1.9      Subdivision 1.  [REQUIREMENTS.] Except as otherwise 
  1.10  permitted in subdivision 4, no person under the age of 18 may 
  1.11  receive body piercing unless the person provides written 
  1.12  parental consent to the piercing.  The consent must include both 
  1.13  custodial and noncustodial parents, where applicable. 
  1.14     Subd. 2.  [DEFINITION.] For purposes of this section, "body 
  1.15  piercing" means a physically intrusive procedure involving 
  1.16  piercing any part of the human anatomy done for ornamental and 
  1.17  not health purposes. 
  1.18     Subd. 3.  [PENALTY.] A person who engages in a body 
  1.19  piercing procedure with respect to a minor in violation of this 
  1.20  section is guilty of a misdemeanor. 
  1.21     Subd. 4.  [PERMITTED PIERCING.] Body piercing is not a 
  1.22  violation of subdivision 1 if the procedure is performed on an 
  1.23  earlobe of a person 16 years of age or over for the sole purpose 
  1.24  of making it possible for the person to wear pierced earrings.
