  1.1                          A bill for an act 
  1.2             relating to capital improvements; restoring certain 
  1.3             North Shore state parks; authorizing the sale of state 
  1.4             bonds; appropriating money.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $1,000,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of natural resources for accelerated natural 
  1.9   resource restoration projects for state parks along the North 
  1.10  Shore of Lake Superior where forest decline is increasingly 
  1.11  evident.  Consideration must be given by the commissioner to 
  1.12  demonstrating innovative forest management techniques for 
  1.13  regeneration and restoration of natural forest types suitable to 
  1.14  the conditions in each park.  State parks that may receive 
  1.15  restoration funding are Gooseberry Falls, Split Rock Lighthouse, 
  1.16  Tettegouche, George H. Crosby Manitou, Temperance River, Cascade 
  1.17  River, Judge C.R. Magney, and Grand Portage.  Cooperative 
  1.18  agreements with the Division of Forestry, Division of Parks, 
  1.19  University of Minnesota, and private forest managers may be 
  1.20  consummated to fulfill this section.  A report on the 
  1.21  restoration activities pursued under this section by the 
  1.22  commissioner is due on February 15, 2006, to the Environment and 
  1.23  Environment Finance Committees of the house and senate.  
  1.24     Sec. 2.  [BOND SALE.] 
  1.25     To provide the money appropriated in this act from the bond 
  2.1   proceeds fund, the commissioner of finance shall sell and issue 
  2.2   bonds of the state in an amount up to $1,000,000 in the manner, 
  2.3   upon the terms, and with the effect prescribed by Minnesota 
  2.4   Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.5   Constitution, article XI, sections 4 to 7.
