A bill for an act
relating to education; creating a joint legislative committee to study the merging
of the Office of Higher Education into the Department of Education; providing
appointments.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin A joint legislative committee is created to assess the feasibility of merging the Office
of Higher Education into the Department of Education. The committee shall consist of
14 members, seven from the house of representatives appointed by the speaker of the
house and seven from the senate appointed by the Subcommittee on Committees of the
Committee on Rules and Administration. The appointments must be made by July 15,
2007, and must provide minority representation approximately proportionate to that which
exists in each respective body. The committee must include at least one member from
each body serving on the Education Committee and one member from each body serving
on the Higher Education Finance Committee or Division. The committee must report its
findings to the legislative committees with primary jurisdiction over education and higher
education by February 15, 2008. The committee expires June 1, 2008.
