  1.1                          A bill for an act 
  1.2             relating to the metropolitan airports commission; 
  1.3             prohibiting free parking; providing for the expiration 
  1.4             of free parking cards; amending Minnesota Statutes 
  1.5             1994, section 473.608, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 473.608, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 23.  [PARKING PRIVILEGES.] Except as otherwise 
  1.10  provided in this subdivision, the commission may not provide 
  1.11  free parking at the Minneapolis-Saint Paul international airport 
  1.12  terminal.  The commission may provide free parking to employees 
  1.13  and members of the commission who are at the terminal on 
  1.14  official business.  The commission may provide free parking at 
  1.15  the Minneapolis-Saint Paul international airport terminal for 
  1.16  persons who are not employees or members of the commission if 
  1.17  those persons are attending a meeting of the commission or 
  1.18  performing volunteer work in the terminal.  A card or pass 
  1.19  issued to provide free parking must have an expiration date of 
  1.20  no later than one year after the card or pass is issued.  The 
  1.21  commission shall require an expired card to be returned to the 
  1.22  commission or shall account for it in another manner.  The 
  1.23  commission shall maintain a record of who receives free parking 
  1.24  at the terminal, including the person's name, organization, 
  1.25  date, the dollar value of the free parking provided, and the 
  2.1   purpose for which the free parking was provided.  
  2.2      Sec. 2.  [EXISTING PARKING CARDS EXPIRE.] 
  2.3      All cards or passes authorizing free parking at the 
  2.4   Minneapolis-Saint Paul international airport terminal issued by 
  2.5   the commission before the effective date of this act, expire on 
  2.6   the effective date of this act.  The commission shall ensure 
  2.7   that all free parking cards or passes issued on or after the 
  2.8   effective date of this act are distinguishable from any cards or 
  2.9   passes previously issued.  The commission shall not honor 
  2.10  expired free parking cards or passes. 
  2.11     Sec. 3.  [APPLICATION.] 
  2.12     Sections 1 and 2 apply in the counties of Anoka, Carver, 
  2.13  Dakota, Hennepin, Ramsey, Scott, and Washington. 
  2.14     Sec. 4.  [EFFECTIVE DATE.] 
  2.15     Sections 1 to 3 are effective the day following their final 
  2.16  enactment.
