A bill for an act
relating to health records; prohibiting denial of health care services to patients
who assert health record rights provided by law; amending Minnesota Statutes
2012, section 144.292, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 144.292, subdivision 1, is amended to read:

Subdivision 1.

Scope.

Patients have the rights specified in this section regarding
the treatment the patient receives and the patient's health record.new text begin A provider may not
deny health care services to a patient who asserts the rights specified in this section, or
sections 144.293 to 144.298, and may not require waiver of these rights as a condition of
providing health care services to a patient.
