  1.1                          A bill for an act 
  1.2             relating to transportation; appropriating money for 
  1.3             grants to interregional trunk highway corridor 
  1.4             coalitions. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $....... is appropriated from the general fund to the 
  1.8   commissioner of transportation to provide grants to 
  1.9   interregional trunk highway corridor coalitions.  The 
  1.10  commissioner must design a process for corridor coalitions to 
  1.11  apply for grants to be used for planning, public participation, 
  1.12  and coordination activities in a trunk highway corridor, 
  1.13  including, but not limited to, developing recommendations for 
  1.14  land use, economic development, and roadway improvements within 
  1.15  the corridor.  In order to be eligible for a grant, a corridor 
  1.16  coalition must be formed under a joint powers agreement with 
  1.17  participation by a minimum of three statutory or home rule 
  1.18  charter cities, towns, or counties along the trunk highway 
  1.19  corridor.  The coalition must represent a trunk highway corridor 
  1.20  that has been identified by the commissioner as an interregional 
  1.21  corridor or bottleneck location.  The commissioner must make at 
  1.22  least five grants with this appropriation, two of which must be 
  1.23  to corridor coalitions representing a trunk highway corridor 
  1.24  outside of the metropolitan area as defined in Minnesota 
  1.25  Statutes, section 473.121.
