  1.1                          A bill for an act 
  1.2             relating to higher education; the Minnesota State 
  1.3             Colleges and Universities; providing for allocation of 
  1.4             certain money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MNSCU; INTERNAL ALLOCATION.] 
  1.7      The Board of Trustees of the Minnesota State Colleges and 
  1.8   Universities shall not implement its internal allocation model 
  1.9   unless the appropriation to the Minnesota State Colleges and 
  1.10  Universities for the fiscal year exceeds the appropriation for 
  1.11  fiscal year 2002.  If the Board of Trustees implements the 
  1.12  internal allocation formula, the board shall not allocate less 
  1.13  funds per full-time equivalent student to a college or 
  1.14  university than the per full-time equivalent allocation the 
  1.15  college or university received in fiscal year 2002.  If the 
  1.16  Board of Trustees implements the internal allocation model and 
  1.17  the state appropriation to the Minnesota State Colleges and 
  1.18  Universities for any fiscal year is less than the state 
  1.19  appropriation in fiscal year 2002, the allocation per full-time 
  1.20  equivalent student to each of the campuses may be reduced by the 
  1.21  same percentage as the reduction in state appropriations to the 
  1.22  Minnesota State Colleges and Universities from the 2002 
  1.23  appropriation.
