A bill for an act
relating to early childhood education; making
collaborative parent-infant services a condition for
hospital licensure; amending Minnesota Statutes 2004,
section 144.56, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 144.56, is
amended by adding a subdivision to read:

condition of licensure, the commissioner shall require a
hospital to collaborate with licensed early childhood family
education providers in giving information and support to parents
and their young infants, birth to four months, on-site at the
hospital. The hospital must develop policies and procedures
consistent with this section and other applicable law for
governing access to patients and patient information.
