  1.1                             A resolution
  1.2             memorializing the Congress of the United States to 
  1.3             propose an amendment to the United States 
  1.4             Constitution, for ratification by the states, 
  1.5             specifying that Congress and the states shall have the 
  1.6             power to prohibit the physical desecration of the flag 
  1.7             of the United States. 
  1.8      
  1.9      WHEREAS, the American flag, to this day, is a most 
  1.10  honorable and worthy banner of a nation that is thankful for its 
  1.11  strengths and committed to curing its faults; and 
  1.12     WHEREAS, the country represented by the Stars and Stripes 
  1.13  remains the destination of millions of immigrants attracted by 
  1.14  the universal power of the American ideal; and 
  1.15     WHEREAS, the law as interpreted by the United States 
  1.16  Supreme Court no longer accords to the Stars and Stripes that 
  1.17  reverence, respect, and dignity befitting the banner of the 
  1.18  United States; NOW, THEREFORE, 
  1.19     BE IT RESOLVED by the Legislature of the State of Minnesota 
  1.20  that it urges the Congress of the United States to propose an 
  1.21  amendment to the United States Constitution, for ratification by 
  1.22  the states, specifying that Congress and the states shall have 
  1.23  power to prohibit the physical desecration of the flag of the 
  1.24  United States. 
  1.25     BE IT FURTHER RESOLVED that the Secretary of State of the 
  1.26  State of Minnesota is directed to prepare copies of this 
  2.1   memorial and transmit them to the the President and Secretary of 
  2.2   the United States Senate, the Speaker and Clerk of the United 
  2.3   States House of Representatives, and Minnesota's Senators and 
  2.4   Representatives in Congress.
