  1.1                          A bill for an act
  1.2             relating to motor vehicles; prescribing requirements 
  1.3             for temporary motor vehicle registration certificates; 
  1.4             requiring certificates to be mounted where a rear 
  1.5             license plate would be mounted; amending Minnesota 
  1.6             Statutes 1996, sections 168.09, subdivision 7; 
  1.7             168.091, subdivisions 1 and 2; and 168.092, 
  1.8             subdivision 1. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1996, section 168.09, 
  1.11  subdivision 7, is amended to read: 
  1.12     Subd. 7.  [DISPLAY OF TEMPORARY 60-DAY PERMIT; SPECIAL 
  1.13  PLATES.] (a) A vehicle that displays a special plate issued 
  1.14  under section 168.021; 168.12, subdivision 2, 2a, 2b, 2c, or 2d; 
  1.15  168.123; 168.124; 168.125; 168.126; 168.128; or 168.129 may 
  1.16  display a temporary permit in conjunction with expired 
  1.17  registration if: 
  1.18     (1) the current registration tax and all other fees have 
  1.19  been paid in full; and 
  1.20     (2) the plate requires replacement under section 168.12, 
  1.21  subdivision 1, paragraph (3). 
  1.22     (b) The permit is valid for a period of 60 days.  The 
  1.23  permit must be in a form prescribed by the commissioner of 
  1.24  public safety and whenever practicable must be posted upon the 
  1.25  driver's side of the rear window on the inside of the 
  1.26  vehicle meet the requirements of section 168.092, subdivision 
  1.27  1.  The permit is valid only for the vehicle for which it was 
  2.1   issued to allow a reasonable time for the new license plates to 
  2.2   be manufactured and delivered to the applicant. 
  2.3      Sec. 2.  Minnesota Statutes 1996, section 168.091, 
  2.4   subdivision 1, is amended to read: 
  2.5      Subdivision 1.  [TEMPORARY 31-DAY PERMIT FOR NONRESIDENT 
  2.6   BUYER.] Upon payment of a fee of $1, the registrar may issue a 
  2.7   temporary permit to a nonresident purchasing a new or used motor 
  2.8   vehicle in this state for the purpose of allowing such 
  2.9   nonresident to remove the vehicle from this state for 
  2.10  registration in another state or country.  Such permit shall be 
  2.11  in lieu of any other registration or taxation for use of the 
  2.12  highways and shall be valid for a period of 31 days.  The permit 
  2.13  shall be in such form as the registrar may determine and, 
  2.14  whenever practicable, shall be posted upon the left side of the 
  2.15  inside rear window of the vehicle must meet the requirements of 
  2.16  section 168.092, subdivision 1.  Each such permit shall be valid 
  2.17  only for the vehicle for which issued. 
  2.18     Sec. 3.  Minnesota Statutes 1996, section 168.091, 
  2.19  subdivision 2, is amended to read: 
  2.20     Subd. 2.  [TEMPORARY PERMITS ISSUED TO DEALERS; 
  2.21  REQUIREMENTS.] The registrar may issue a quantity of temporary 
  2.22  permits in booklet form to licensed dealers upon payment of the 
  2.23  proper fee for each permit contained in said booklet.  When 
  2.24  issuing a permit, the dealer shall immediately forward to the 
  2.25  registrar information on forms supplied by the registrar showing 
  2.26  to whom the permit was issued, the vehicle description, date of 
  2.27  issue and expiration, and such other information as the 
  2.28  registrar may require. 
  2.29     Sec. 4.  Minnesota Statutes 1996, section 168.092, 
  2.30  subdivision 1, is amended to read: 
  2.31     Subdivision 1.  [21-DAY PERMIT; FORM AND DISPLAY.] (a) The 
  2.32  motor vehicle registrar may issue a temporary permit to a person 
  2.33  purchasing a new or used motor vehicle in this state for the 
  2.34  purpose of allowing the purchaser a reasonable time to register 
  2.35  the vehicle and pay fees and taxes due on the transfer.  The 
  2.36  permit is valid for a period of 21 days.  The permit must be in 
  3.1   a form as the registrar may determine and, whenever practicable 
  3.2   must be posted upon the left side of the inside rear window of 
  3.3   the vehicle.  Each permit is valid only for the vehicle for 
  3.4   which issued. 
  3.5      (b) The permit must be: 
  3.6      (1) of the same size, shape, and general appearance of the 
  3.7   license plates for which the vehicle is eligible; and 
  3.8      (2) of sufficient durability to be displayed as required in 
  3.9   paragraph (c) for at least 21 days. 
  3.10     (c) The permit authorizes operation of the motor vehicle on 
  3.11  the public streets and highways only if the permit is mounted on 
  3.12  the rear of the vehicle in the same location where a license 
  3.13  plate would be displayed.  
  3.14     Sec. 5.  [EFFECTIVE DATE.] 
  3.15     Sections 1 to 4 are effective January 1, 1998.
