  1.1                          A bill for an act
  1.2             relating to state government; giving the commissioner 
  1.3             of finance certain authority over debts owed to the 
  1.4             state; amending Minnesota Statutes 1994, section 
  1.5             16D.03, subdivision 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 16D.03, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [STATE AGENCY REPORTS.] State agencies shall 
  1.10  report quarterly to the commissioner the debts owed to them.  
  1.11  The commissioner, in consultation with the commissioners of 
  1.12  revenue and human services, and the attorney general, shall 
  1.13  establish internal guidelines for the recognition, tracking, 
  1.14  reporting, and collection of debts owed the state.  The internal 
  1.15  guidelines must include accounting standards, performance 
  1.16  measurements, and uniform reporting requirements applicable to 
  1.17  all state agencies.  The commissioner shall require a state 
  1.18  agency to recognize, track, report, and attempt to collect debts 
  1.19  according to the internal guidelines.
