A bill for an act
relating to human services; establishing projects to provide early intervention
collaborative services to high-risk children and youth; appropriating money;
proposing coding for new law in Minnesota Statutes, chapter 256.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [256.9951] COLLABORATIVE SERVICES FOR HIGH-RISK
CHILDREN AND YOUTH.

new text begin In order to provide early intervention collaborative services to children and youth
who are at high risk for child maltreatment, substance abuse, mental illness, or committing
serious and violent offenses, the commissioner of human services shall fund one or
more projects that identify and serve these children and youth. Projects must utilize all
available funding streams. The projects that are funded must include the following
program components:

new text begin (1) identification of high-risk children and youth using multidimensional screening
instruments;

new text begin (2) multidisciplinary and multijurisdictional collaborative services;

new text begin (3) an integrated information system;
new text end

new text begin (4) intensive in-home and in-community casework;

new text begin (5) continuous tracking of outcomes; and

new text begin (6) multidimensional evaluations and cost-benefit analysis.
