  1.1                          A bill for an act 
  1.2             relating to higher education; repealing the merger of 
  1.3             the community colleges, state universities, and 
  1.4             technical colleges; abolishing the higher education 
  1.5             board; repealing Minnesota Statutes 1994, sections 
  1.6             136E.01; 136E.02; 136E.021; 136E.03; 1365E.04; 
  1.7             136E.05; 136E.31; 136E.395; 136E.525; and 136E.692; 
  1.8             and Laws 1991, chapter 356, article 9, as amended. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [POST-SECONDARY MERGER; REPEAL.] 
  1.11     Subdivision 1.  [GOVERNANCE.] The powers of the state board 
  1.12  of technical colleges, the state university board, and the state 
  1.13  board for community colleges remain vested in each respective 
  1.14  board and do not transfer to the higher education board on July 
  1.15  1, 1995. 
  1.16     Subd. 2.  [BOARD ABOLISHED.] The higher education board is 
  1.17  abolished. 
  1.18     Subd. 3.  [STATE UNIVERSITY REVENUE BONDS.] Notwithstanding 
  1.19  Laws 1994, chapter 532, article 6, authority for revenue bonds 
  1.20  does not transfer from the state university board to the higher 
  1.21  education board. 
  1.22     Sec. 2.  [REPEALER.] 
  1.23     Minnesota Statutes 1994, sections 136E.01; 136E.02; 
  1.24  136E.021; 136E.03; 136E.04; 136E.05; 136E.31; 136E.395; 
  1.25  136E.525; 136E.692; Laws 1991, chapter 356, article 9, as 
  1.26  amended by Laws 1993, First Special Session chapter 2, article 
  1.27  9, sections 5 and 6; and Laws 1994, chapter 532, articles 5, 
  2.1   sections 1, 2, and 3; and 7, section 9, are repealed.
