  1.1                          A bill for an act 
  1.2             relating to the city of Duluth; permitting the 
  1.3             reassessment of special assessments upon parcels that 
  1.4             returned to private ownership after special 
  1.5             assessments were canceled because the benefited parcel 
  1.6             became tax-forfeited. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CITY OF DULUTH; REASSESSMENTS OF CANCELED 
  1.9   SPECIAL ASSESSMENTS.] 
  1.10     Notwithstanding any law, city charter provision, or 
  1.11  ordinance to the contrary, if a parcel of tax-forfeited land 
  1.12  located in the city of Duluth is returned to private ownership 
  1.13  and the parcel is benefited by an improvement for which special 
  1.14  assessments were canceled because of the forfeiture, the city 
  1.15  council may, upon notice and hearing as provided for in the 
  1.16  original assessment, make a reassessment or a new assessment as 
  1.17  to the parcel in an amount equal to the amount remaining unpaid 
  1.18  on the original assessment. 
  1.19     Sec. 2.  [LOCAL APPROVAL REQUIRED.] 
  1.20     Section 1 is effective the day after the governing body of 
  1.21  the city of Duluth complies with Minnesota Statutes, section 
  1.22  645.021, subdivision 3.
