  1.1                          A bill for an act
  1.2             relating to crime; requiring custodial authorities to 
  1.3             notify neighbors when a person accused of child sex 
  1.4             abuse is released from pretrial detention; proposing 
  1.5             coding for new law in Minnesota Statutes, chapter 629. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [629.735] [NOTICE TO NEIGHBORS REGARDING 
  1.8   RELEASE OF PERSON ACCUSED OF CHILD SEX ABUSE.] 
  1.9      Subdivision 1.  [DEFINITION.] As used in this section, 
  1.10  "neighbors" includes individuals who reside within three city 
  1.11  blocks or 1,000 feet, whichever is greater, of the arrested or 
  1.12  detained person's residence. 
  1.13     Subd. 2.  [ORAL NOTICE.] When a person arrested or a 
  1.14  juvenile detained for child sexual abuse or attempted child 
  1.15  sexual abuse is about to be released from pretrial detention, 
  1.16  the agency having custody of the arrested or detained person or 
  1.17  its designee shall make a reasonable and good faith effort to 
  1.18  inform the neighbors orally of the person's release. 
  1.19     Subd. 3.  [WRITTEN NOTICE.] As soon as practicable after 
  1.20  the arrested or detained person is released from pretrial 
  1.21  detention, the agency having custody of the arrested or detained 
  1.22  person or its designee shall deliver or mail to the neighbors 
  1.23  written notice of the person's release. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective August 1, 1995, and applies to 
  2.1   persons released from pretrial detention on or after that date.
